UI: MissingResourceException OR Blank Page on Maintaining / Editing Characteristic (Doc ID 2879417.1)

Symptoms

On trying to edit the characteristics associated to a Configuration Item getting a popup with no chars populated.

In the logs following error can be seen but not necessary:

Changes

This problem is observed if the specification name of the entity for which you are trying to edit the characteristic is changed in design time i.e. Design Studio. In this particular scenario Entity is Service Configuration (SCV) & characteristics are associated to Service Configuration Item (SCI).
