Goal

There is an inconsistency in the way R2 and R3 files are coded during upversioning. Expecting R3 files to be coded against upversioned version not the current version during acceptance.

E2B R2 works as expected. This would result in rejection of 'ICSR' reports sent due to incorrect dictionary coding.
