Hierarchy Filter Command Line / Offline Object Migration is Failing With "Migration Failed Because of Fatal Error"

Symptoms
On AAI 8.1 after upgrade from 8.0.7, not able to migrate Allocation rules with existing hierarchy filters when using the Command Line Object Migration. The allocation rules are note migrated when there is a hierarchy filter in the rule or if any dimension node has been selected.
Tried to migrate single hierarchy filter as well, but this is also failing. This works if new hierarchy is created from the UI. The following error is displayed in the REV_MIG_LOG:
ERROR
Migration Failed Because of Fatal Error
Fail on Error is True. So migration stopped.
The following error is shown in the Web Server FUSIONSUBSYSTEMSService.log:
ERROR

java.sql.BatchUpdateException: error occurred during batching: ORA-01722: invalid number
at oracle.jdbc.driver.OracleStatement.executeBatch(OracleStatement.java:5031)
This is occurring for all hierarchy filters for all dimensions. Allocations without hierarchy filters selected migrate successfully.
The issue can be reproduced at will with the following steps:
1. From the $FIC_HOME/utility/Migration/bin, execute ./ObjectMigration.sh.
WORKAROUND
The same migration is working from OFSAA UI (Object Administration-->Object Migration).
