Not Able To Upload Or Get Files. (Doc ID 2880559.1)

Symptoms

User cannot upload/dowload file to the new environment set up with IIS proxy.
In any Agile object, users can go to the attachment tab, see the attachments, delete them, but cannot add new files or view existing files


Error observed in the Agile log:


[error] service::jk_lb_worker.c (1685): All tomcat instances failed, no more workers left
[error] HttpExtensionProc::jk_isapi_plugin.c (2123): service() failed with http error 503

Changes

 New system setup with exact same configuration as the current production.
