Pin_bill_accts Picking Same Accounts For Each Fetch In Search

Goal
While running billing using the pin_bill_accts utility, It is observed that same accounts are being picked for each fetch.
System has around 13000 account eligible for billing and fetch size in pin_billd/pin.conf is 5000. After processing billing for 5000 accounts from the first fetch, it is fetching the same accounts in next fetch. Remaining 8000 accounts are not getting billed. MTA is running indefinitely with the same fetch. Same issue is observed even for few accounts and for closed billing only.
How to resolve this issue?
