ALM Application Preferences UI Oops[object Object]:Service Unavailable:error After Upgrade to 8.1.x (Doc ID 2880803.1)

Symptoms

After recent upgrade of ALM from 8.0.7.4 to 8.1.1.1, all screens are working except for the ALM Application Preferences which is showing the following error:

ERROR
Oops[object Object]:Service Unavailable:error


The fsapps.log also shows error:

The issue can be reproduced at will with the following steps:
1. Navigate: Asset Liability Management -> Application Preferences
==> Error appears
