Symptoms

On all versions of Oracle Communications Network Charging and Control (OCNCC or NCC) and Oracle Communications Convergent Charging Controller (OC3C or 3C), the watchdog is responsible for monitoring the state of Service Logic Execution Environment (SLEE) processes and restarting them whenever they fail.

If however any SLEE process fails to completely start, the watchdog never tries to (re-)start the process again and a full SLEE restart is required.
