On : 12.0.0.4.0 version, NM Core
In Cloud Native need new image for Oracle Communication Offline Mediation Controller(OOCMC) where utility adminsvr and nodemgr supports encoding option and this encoding option can be set through env variables or values.yaml. Provide the fix on this?
