Symptoms

On : 2.4.0.1.0 version, NMS Infrastructure

Operators encountered a situation where they had a nested outage inside a substation.
When they went to energize the outage, the customer count went up by the total number of customers fed by the substation.

Customer counts should never increase when devices get energized.
