CNE: Mid Session Scenario is not Working When Time of the Day is Changed From Jconsole (Mbeans) (Doc ID 2881653.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When start a data session and pass 200MB before mid session time while keeping the session active, the balance is getting deducted from the Elastic Charging Engine (ECE) cache and rated events are getting loaded into Billing and Revenue (BRM) database. However, in this scenario, only after the mid session time is passed, then the balance should get loaded. In ideal scenario, if one passes usage more than 600MB and keeps the session active, then the events should be loaded and ECE balance gets deducted, but here when passes 200MB, it is getting deducted.

If the value is changed in override-values.yaml and performed helm upgrade, then it is working fine.

EXPECTED BEHAVIOR

In the ECE cache, 400 MB of data will be deducted which is expected.

STEPS
-----------------------

1. Change the midsession cdr configuration parameter (time of the day) by doing helm upgrade.
2. Start a data session and pass 200MB before mid session time and kept the session active
3. The balance will not get deducted from ECE cache.
4. After the mid session time crosses, pass one more update request with 200 MB data. Now in the ECE cache 400 MB of data will be deducted which is expected.
