CI_PRCE_CALC Records Not Getting Updated As 'Invalid' In Case Of Retro Membership Change Activity (Doc ID 2881708.1)

Symptoms

On RMB v3.1.0.0.0, calc records not getting updated as Invalid when there is Retro change event occurs

ACTUAL BEHAVIOR
-----------------------------
CI_PRCE_CALC records not getting updated as Invalid in case of Retro Membership change activity.

EXPECTED BEHAVIOR
---------------------------------
Old Rate records should get updated as 'I' in BO_Status_CD coulmn instead of 'C'.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. For a Membership, create a Pricing Rule (which will be Initially Satisfied before Retro change).
2. Create another Pricing Rule (which will be satisfied after Retro Change).
3. Run Batch C1-REPC1 and review 1st Pricing Rule (before retro change) and 2nd Pricing Rule (after Retro change).
4. Run Batch C1-REPC2
  - 1st Pricing Rule (after Retro change) - Old Rate records still in C status instead of I
  - 2nd Pricing Rule (after Retro change) - Rate records show status W
