Timeshift in Initial Measurement Data after January Roll-Up

Issue:
After January rollup the IMD Date time is being incorrectly shifted i.e. the tag is being set as D1SH where it should be set as D1NS.
The same input file containing measurements for duration (EndTime="2022-04-19T00:00:00.000-05:00" StartTime="2022-04-18T00:00:00.000-05:00") was uploaded to 2 different environments with same time related configurations on all components i.e. same headend configurations, same device and service point configurations.
the environment without the rollup sets the preVee tags as follows:
2022-04-19-23.00.00
2022-04-20-23.00.00
D1IL
D1NS
CENTRAL
The environment with the rollup sets the preVee tags as follows:
2022-04-17-22.00.00
2022-04-18-22.00.00
D1IL
D1SH
CENTRAL

Question: What is the expected or acceptable result?
Answer: the time shift tag and measurement start and end date time to be set correctly.
