ORA-02291 Integrity Constraint While Running 8.2.2 Upgrade Scripts (Doc ID 2882529.1)

Goal

While running Argus 8.2.2 upgrade scripts customer is getting the below exceptions:

22:58:13.551 ERROR [liquibase.integration.commandline.Main]: Unexpected error running Liquibase: liquibase.exception.CustomChangeException: ORA-02291: integrity constraint (ARGUS_APP.FK1_CODE_LIST_DETAIL_DISCRETE) violated - parent key not found

22:58:13.551 ERROR [liquibase.integration.commandline.Main]: For more information, please use the --logLevel flag
22:58:13.551 ERROR [liquibase.integration.commandline.Main]: Unexpected error running Liquibase: liquibase.exception.CustomChangeException: ORA-02291: integrity constraint (ARGUS_APP.FK1_CODE_LIST_DETAIL_DISCRETE) violated - parent key not found

liquibase.exception.MigrationFailedException: Migration failed for change set changelogs/8211_822/factorydata/changelog.xml::147::safety-upgrade:code_list_detail_discrete:
Reason: liquibase.exception.UnexpectedLiquibaseException: liquibase.exception.CustomChangeException: ORA-02291: integrity constraint (ARGUS_APP.FK1_CODE_LIST_DETAIL_DISCRETE) violated - parent key not found
