Symptoms

When attempting to run the schema upgrade Upgrade_Schema.bat/sh from the RUP installation directory 
the following error occurs in the window from where the Upgrade_Schema.bat is run

ERROR

/oci-backup/936/RUP19/database/installer/schema.xml:264: Failed to upgrade schema. Current schema data version is invalid for schema upgrading. Refer /log/checkSchemaDataVersion.log for more details.
  at org.apache.tools.ant.taskdefs.Exit.execute(Exit.java:162)
  at org.apache.tools.ant.UnknownElement.execute(UnknownElement.java:299)
  at sun.reflect.GeneratedMethodAccessor4.invoke(Unknown Source)
  at sun.reflect.DelegatingMethodAccessorImpl.invoke(DelegatingMethodAccessorImpl.java:43)


STEPS

The issue can be reproduced at will with the following steps:

Run Upgrade_Schema.bat/sh from RUP 19 download directory
