The 'Patch Utility' P6 EPPM Upgrade Process Hangs at 21%

When attempting to apply a P6 EPPM Patch Update using the Patch Utility, the process gets stuck at 21% and never completes.
The Patch Utility update process should run and complete within a few minutes.
The issue can be reproduced at will using the following steps:
- Download and extract the desired Patch Set update files.
- Launch the Patch Utility and enter the required information as prompted, then click Install.
- Observe the reported error.
