Opening File with + in the Filename Does not Work After Applying a Patch on Agile 9.3.6.19

Symptoms
Actual Behavior
File with a + (plus character) in the filename is not opening. When clicking these files, nothing happens.
This is happening after applying a patch on top of Agile 9.3.6.19.
Expected Behavior
Clicking on attachment with + symbol in the file name should open the file without any issue or error.
What is Working
When attempting to open the file, the History records that user has opened the file.
When selecting the file and click "Get", the file gets downloaded.
Steps
The issue can be reproduced at will with the following steps:
- Log into Web Client.
- Search and open an item having attachments filename containing special character "+"
- Go to Attachment tab, and click on the hyper link of the attachment file.
Result: There is no reaction and file does not open. - Select the file and click Open.
Result: There is no reaction and file does not open. - Go to History tab. See it records the action with "Open file attachment", even though it failed to open.
Changes
Applied a patch on top of 9.3.6.19.
