Unable To Create Or Modify The Users on Argus Console (Doc ID 2883220.1)

Symptoms

While creating a new user or modifying a user in existing environment, below error was observed.

UI Error: "The following exception has occurred: Database Error has occurred. Please Contact your System Administrator"

Error from the console log as below.
