Error Occured while Generating MedWatch And CIOMS Forms (Doc ID 2883842.1)

Symptoms

Getting the following error when trying to generate MedWatch and CIOMS forms by clicking on either the Draft or Final hyperlinks from the Regulatory Reports tab of the case form.
This was observed after upgrade to v8.2.3.1 and with only one enterprise for all users.


"An error occurred while generating report"

Steps:
1. Schedule a Report
2. Click on Draft or Final link
3. Get error message
