EBS-PS: Launch PS Plan Ends in an Error "MSC_INVENTORY_POLICY_TV_PK" Violated (Doc ID 2884292.1)

Symptoms

Launch PS Plan end in the following error:
Exception caught: Failed to run SQL statement for extraction: ORA-00001: unique constraint (MSC.MSC_INVENTORY_POLICY_TV_PK) violated ORA-06512: at line 1

The issue can be reproduced at will with the following steps:

  1. Launch ASCP Plan
  2. Create PS plan and reference ASCP Plan in the plan options
  3. Launch PS Plan and observe it ends in an error.
