Reviewer Modifications During Workflow Status Change are NOT being captured on the History Tab

User is unable to reproduce 16.2. Reviewer Modifications During Workflow Status Change are Captured in the History Tab from Agile PLM 9.3.6 RUPs New Features Overview https://docs.oracle.com/cd/E91823_62/otn/pdf/releasenotes/aganf.pdf#page=36

Setup:
Create testing Change Order workflow:
Workflow Statuses: Pending, Review, Release
Pending status Criteria: All Change Orders

Review status- Allow Adhoc approvers
(both criteria will be true)
Criteria 1:  All ECOs: Approver: User A, User B
Criteria 2:  All Change Orders: Observer User B

Release status Criteria: All Change Orders

Create CO and enter workflow.
Change status to Review
While change status to Review dialog is open for ad-hoc entry, remove User A and click OK
Message is displayed that user B is approver and observer
Use new "Resolve" to have User B as approver. 
History does not show removal of User A.
