Symptoms

Issue starting managed server after refresh activity.

The issue can be reproduced at will with the following steps:
1. Refresh activity performed from PROD to DEV
2. After unable to start the managed server
3. Message:  Please upgrade your admin data schema to 9.3.488.4.3
