'Use Snapshot' Option during Program Submission does not apply any Snapshots (Doc ID 2884918.1)

On Oracle Life Sciences Data Hub (LSH) 3.1.1 version,

ACTUAL BEHAVIOR
---------------
While trying to submit a program instance, and choose 'Specify Snapshot' option in Data Currency,
then choose one of the option from 'Use Snapshot' drop-down list, after clicking on 'Apply' button,
the page refreshes and a blank value is listed under 'Use Snapshot' drop-down box, and the selected
option is not applied.

EXPECTED BEHAVIOR

It would be expected that the selected Snapshot option to be applied.

STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Submit a PL/SQL program having source Table Instances.
2. Under Submission screen, set "Data Currency" to "Specify Snapshot".
3. Go to "Source Data Currency" tab.
3. Set "Use Snapshot" to "Most Current Data".
4. Click on "Apply" button.
