Error While Starting ECE after Installing Patch 12.0.0.4.5 (Doc ID 2885704.1)

Goal

After installing Elastic Charging Engine (ECE) Interim Patch 12.0.0.4.5 on top of 12.0.0.4.0, two issues are encountered:

1)  when trying to start ECE from (Elastic Charging Controller) ECC prompt, below error is seen on the console:
