Non Admin Superusers Unable to Log into P6 Professional After Upgrade Due to "Unable to connect to the database" and Primavera.CacheService.log Reports "The wait operation timed out" (Doc ID 2886318.1)

Symptoms

After upgrade from P6 Professional versions prior to 16.x, non admin superusers are unable to login into P6 Professional due to "Unable to connect to the database. Please run the Database Configuration tool or contact your administrator"

The same users are able to login with the no cache option.

The Primavera.CacheService.exe process fails with:

The statement has been terminated. ---> System.ComponentModel.Win32Exception (0x80004005): The wait operation timed out at System.Data.SqlClient.SqlConnection.OnError(SqlException exception, Boolean breakConnection, Action'1 wrapCloseInAction)

The reported issue is presented only in a Microsoft SQL Server environment.
