Threshold Notification And SNR Not Populating After Applying ECE 12.0.0.3.9 Interim Patch (Doc ID 2886536.1)

Symptoms

On Oracle Communications Elastic Charging Engine (ECE) 12.0.0.3.0 version,

ACTUAL BEHAVIOR
---------------

Threshold Notifications and Spending-Status-Notification-Request (SNR) are not triggered/generated in log files (ecs.log and diameterGateway.log), where as the same is triggering correctly as per the ECE ServiceContext cache. This is observed after applying ECE 12.0.0.3.9 (Interim <Patch 33892323>).


EXPECTED BEHAVIOR:

Based on the notification configured (like 75% or 100% consumption data), it should send a Threshold Notification showing that user consumed 75% of balance which should be displayed in log file.

Also SNR should be invoked and triggered by ECE whenever the usage reaches the configured Policy Counters.

STEPS:
-----------------
The issue can be reproduced at will with the following steps:

1. ON ECE 12.0.0.3.9 Version, for a sample account configure Threshold Breach Notifications and Subscribe to a Policy Profile for triggering Spending Limit Notifications.
2. Do online usage and consume the data balance.
3. Check the ecs.log and see if it generates Threshold Breach Notifications and Spending Limit Notifications (SNR) upon consuming the balance thresholds and Policy Counters as configured.
4. Verify ECE ServiceContext cache and check if these Notifications are generated.
