In Request Screen the Search and Export to Excel Is Not Restricted to 1000 Records

ACTUAL BEHAVIOR
---------------
In Main --> Financials --> Request when searching and then exporting to excel, the output is not restricted to 1000 records and due to this the server gets overwhelmed and turns in to warning state and eventually Virtual Machine (VM) gets fully consumed.
However, when a value of 1000 is explicitly set on Excel rows export field, then restricts the export to 1000.
EXPECTED BEHAVIOR

As per the specification on the zone for excel export, if no threshold is given, then only 1000 records are expected to get exported by default.
