Goal

Attaching the Documents for Closed Alerts

Steps to reproduce:
Step1: Login to CS application
Step2: Select the alert take action and close the alert.
Step3: Try to attach document to closed alert.

Expected result: Should be able to attach documents to closed alert

Actual result: Attachment to closed alert is not happening.
