SP_CREDSTORE_CHG_ROLE_PWD Throws "ORA-01426: numeric overflow" Error When Changing Role Password (Doc ID 2887390.1)

Symptoms

The SP_CREDSTORE_CHG_ROLE_PWD stored procedure throws an ORA-01426: numeric overflow error when attempting to change the WOTSTWTWWOO role password. The problem was encountered after upgrading from 6.2.1 to 6.3.1 and trying to resolve ORA-01979: missing or invalid password for role 'WOTSTWTWWOO' errors observed in the WebLogic Server logs during startup of the server. The password value entered as the C_PASSWORD variable to call SP_CREDSTORE_CHG_ROLE_PWD began with a number. In fact, it was the same password used to create the WOTSTWTWWOO role from the a_users.sql installation script which is subsequently changed immediately after upgrading.
