ProcessRequirements Updates Policy Requirement Status When Activity Is Not Successfully Processed (Doc ID 2887572.1)

The ProcessRequirements ABR is able to update the Policy Level Requirement Status even if the Activity is not successfully processed.
One of the Activities is supposed to update the Policy Level Requirement Status on Activity processing completion.
However, that Activity resulted in system error the Policy Level Requirement Status actually changed to the New Status.
As the Activity itself failed, users did not expect any data changes in the database.

Since the Activity failed it should never update any entity like Policy, Segment, Role, Requirement etc.

The issue can be reproduced at will with the following steps:
1. Configure any Activity that has the “ProcessRequirements” ABR.
2. Attempt to have some known bug/error in the Activity so that it prevents processing successfully.
