ETBPS Edits Should Not Allow Math Section To Process

On : 11.3.1.0 version, General
ACTUAL BEHAVIOR

If a Policy is not allowed to process through an Activity (because of the Policy Status and the configuration within EligibleTransactionsByPolicyStatus), the base code should:
1. Throw the edit “V0000 - Transaction is not eligible for Policy Status .”
2. And…the base code should not process through the Math Section of a transaction.
In V11.3.1, the ETBPS edit is being triggered. however, the base code is also attempting to process through the Math Section.
This causes a number of issues (mainly System Errors with NULL values for various Date fields) because a Policy is currently in a state that was never intend to have process through the Math Section
