ECE Balance Cache Not Updating After Account Creation In Patch Set 6 (Doc ID 2888355.1)

Symptoms

On : 12.0.0.6.0 version, Rating business logic

ACTUAL BEHAVIOR
---------------
Upgrading BRM and ECE to PS6 (ECE Fresh installation (PS6) , BRM and other components PS3-->PS6).

ECE Balance Cache is not updating properly for new customer after upgrading PS6 due to this PCM_OP_BAL_GET_ECE_BALANCES is not returning balances properly.

In ECE Balance Cache , one can see a new field " type =" and it set to empty value.
PS6 (New Customer) --



Workaround: After selective account loading, all works fine.

EXPECTED BEHAVIOR
-----------------------
PCM_OP_BAL_GET_ECE_BALANCES should returning balances properly.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade to BRM and ECE to Patch Set 6.
2. Start BRM and ECE process.
3. Create a fresh account and check the ECE balance cache.
