User and Group Picker Is Empty When Assignee Is Based On Previous Workflow Step

No user or group is listed in the task assignment picker when users configure their workflow to assign the user based on the matching step before it. There are several nested matched steps within the workflow that dictate the assignee, but for some reason the user and group picker page is empty when they do this despite it working previously. This issue is preventing the customer from assigning the task in the workflow, which prevents them from sending the task forward.
STEPS TO REPRODUCE:
- Configure the Business Process Workflow to have nested steps that assign the task to a user based on the step before
- Create record and fill out required fields.
- Submit the record
- Observe whether this is functioning properly and gives the option to assign the task when sending record.
