CustomerUpdater Restart Is Truncating Data In ECE Database (Doc ID 2888606.1)

ACTUAL BEHAVIOR
---------------
CustomerUpdater restart after some problem it is not working as expected , Customer, Balance and CustomerGroup data is getting truncated in ECE DB and its not clearing same in ECE Cache.


EXPECTED BEHAVIOR
-----------------------
Either both Cache and DB should truncated, or both should not be truncated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Start ECE Cluster 1
2. Publish pricing data from PDC and once state changes to PricingDataLoaded continue
3. Start customerUpdater, here data will be loading from BRM to ECE.
4. Now due to some data issue customerUpdater got stopped.
5. Now the count in ECE cache and ECE Database is matching (assume the count is 41K)
6. Restart the customerUpdater,  --> Issue occurs here.
It observed that  Customer, Balance, CustomerGroup data is getting truncated in ECE Database where as in ECE cache data it is still present. So when customerUpdater is restarted in cache its starting from 41K but in ECE Database old 41k is truncated.
