EBS-PS: Launch PS Plan Ends in an Error "Solve Process Return Code is 2 - Demand Could Not Be Created Because Item Was Not Found" (Doc ID 2888677.1)

Symptoms

When attempting to launch PS Plan, the following error occurs.

"Solve process return code is 2. Failed to import the model.Demand xxxx could not be created because Item xyz was not found."

The issue can be reproduced at will with the following steps:

1. Create a Phantom item
2. Create a forecast demand for the phantom item
3. Run collections
4. Create and Launch PS plan
5. Review concurrent request and observe it ends in an error
