ACTUAL BEHAVIOR

When there is a Policy that has 1 Writing Advisor Allocated to 100% and using an Activity(RecodeWritingAdivsor) to split it between 2,
the system gives a message saying “The Total Allocated to the Role(s) Cannot Exceed 100 Percent''. Even though the inputs are 30/70.
EXPECTED BEHAVIOR

The Role Allocation should work as expected - since it does add to 100%.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
The Activity calls a service to validate licensing appointments for Advisors entered,
1. Update the LicensingeCheck Math Variable in CopyBook-RecodeOnLoadOnChange to be a VALUE of “SUCCESS” rather than a “PROCESS” since the service call will fail for you.
2. Add a RecodeWritingAdvisor Activity with the following inputs:
- As Of Date – Other Date
- Recode Effective Date – current system date
- Reverse comp and prod – no
Advisor 1
- New Advisor Code 1111111
- New Percent 70
- New Distribution Channel – Independent Distribution Group
Advisor 2
- New Advisor Code – 2222222
- New Percent 30
- New Distribution Channel – Securian Financial Network
