Users Receives ''Error : Login Failed...' Dialog box When Attempting to Login to the Upgrade Environment Using the Upgrade Utility (Doc ID 2889837.1)

Symptoms

On : 11.3.1.0 version, Upgrade Utility

Following the download of the OIPAUtility_11.3.1.0 tool.
After creating an upgrade environment and deployed the tool ,
when attempting to run the Upgrade Utility and login, the user receives the following error;

 'Error : Login Failed...' pop-up dialog box


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Download OIPA patch 11.3.1.0.
2. Extract the OIPAUtility_11.3.1.0 tool
3. Run the Utility.
4. Create an Upgrade Environment.
5. Deploy the Upgrade Utility.
6. Attempt to login to the Environment
