nms_setup Has Problems with Migration .sql Scripts Not Ending with Newlines

Symptoms
ISQL will hang if the PR migration file does not have new line in the end of the file. It will create a temporary sql which will have exit statement next to the / sign. SQLPLUS will not execute PL SQL or exit as a result
Example ISQL -admin -F pr28275652_migration.sql - this will hang
