Goal

First usage notification is generated twice (One with MSISDN+IMSI & another one with only MSISDN).

1.) FIRST_USAGE_VALIDITY_INIT_NOTIFICATION_EVENT

For the Second case, where only one subscription is there. In this case there should be only one First Usage notification.
