Sourcing Rule Assignment Data Has Not Updated When Loading Via Legacy Collection (Doc ID 2890778.1)

Symptoms

 This issue occur during process of Data Collections via Legacy Collection.

Sourcing Rule Assignment data is not loaded with Legacy Collection via template file SourcingRule.dat.

The issue can be reproduced at will with the following steps:
1. Navigate to Advance Supply Chain Planning (R) / Collection / Legacy Collections - Launch Legacy Collection program
2. When completed, the sourcing assignment is not visible in / Sourcing / View Sourcing Assignments
