Suspense and Recycle Nodes Are Not Starting After Upgrading From PS3 to PS5 (Doc ID 2890938.1)

Symptoms

After upgrading from Patch Set (PS) 3 to PS 5, one user cannot start suspense and recycle nodes.

The nodes are failing with below error:

The issue can be reproduced at will with the following steps:
1. Upgrade from PS3 to PS5
2. Add a block of code in payload payloadconfig_ifw_sync.xml
3. Start suspense and recycle nodes
