ACTUAL BEHAVIOR

OMA Configurations Lead to JVM Memory Leak

When OMA is configured, and the mobile gateway is not deployed, flex/OMA tries continuous connections to the JMS queue 'nms-to-oma-base'. This exposes a memory leak at the JVM level averaging around 5G an hour.

The managed server should not be leaking any memory

The issue can be reproduced at will with the following steps:
1. configure OMA
2. Do not deploy the mobile gateway
3. Launch services and the managed server
4. wait several hours
5. Check how much memory the managed server is using
