Getting 'ORA-06502: PL/SQL: numeric or value error' Running Dimension Loader Batch With Long ID (Doc ID 2891932.1)

Symptoms

You are creating a batch for dimension loading using fn_drmDataLoader in Operations > Batch Maintenance.  When you run the batch in Operations > Batch Execution, the batch fails and the following message appears in FSI_MESSAGE_LOG:

Process not completed due to the error : ORA-06502: PL/SQL: numeric or value error: character string buffer too small.

After running several tests, you find the issue appears to be the long Batch ID you are using which exceeds 55 characters.  If they use a short name, the batch is successful.

However, the user interface allows you to enter the long value.

You expect the user interface to prevent you from entering a name that is too long.
