The Database Upgrade Wizard Jumps Directly to the 'Finish' Screen and Fails to Upgrade a P6 Database (Doc ID 2892236.1)

Symptoms

ACTUAL BEHAVIOR

When upgrading a database to a newer major release (ex. from version 19.x to 20.x or 20.x to 21.x), the P6 Database Upgrade Wizard (dbsetup.bat /.sh) immediately goes to the Finish screen after the database connection information is entered, and the database is not upgraded.

EXPECTED BEHAVIOR

The Database Wizard should prompt the user through the process to upgrade the database.
