CC&B Service Agreement Status Flag (05 - Incomplete)

We have seen some cases in CC&B where Service Agreement is flagged as (05-Incomplete).

We have some questions regarding SA status (05-Incomplete).
1 - Why it's not part of the normal SA life cycle
2 - When the system flags SA as incomplete
3 - What is the purpose of Service Agreement Status Flag (05 - Incomplete)
