Symptoms
The following error displays when viewing PMDA E2B (R3).
ICSR Viewer Error Dialog
Error No:402000635
Description: Error while validating the HL7 message against the XSD, refer ERROR_LOG for more details.
The following error is displayed in the Argusvr2.log when viewing PMDA E2B (R3) with the error above.

- The value '' is invalid according to its datatype 'urn:hl7-org:v3:st' - The actual length is less than the MinLength value.

Steps:
- Open the case which has the Japan license
- Go to regulatory report tab
- Schedule PMDA E2B (R3)
- Save the case
- Click the draft link
