Company-Level UDR Based on a Data View Is Not Returning the Full Set Of Records as Returned by the Data View - Left Outer Join Query Ignored (Doc ID 2892510.1)

Symptoms

ACTUAL BEHAVIOR:

A Company-Level User-Defined Report (UDR) based on a Data View is not returning the same set of records as the Data View itself; the left outer join query seems to be ignored.

The difference in record number is not due to the exclusion of any Inactive Project/Shell, or any other filter, and includes all Active, View-only, and On-Hold Projects/Shells.
 
EXPECTED BEHAVIOR:

A Company Level UDR using a Data View should return the same number of records as returned by the Data View.

An example of the issue can be reproduced at will with the following steps:

1. Log in to Unifier.
2. Navigate to Company Workspace (Admin Mode) > Data Structure Set Up > Data Views > Select the desired Data View and click on the Data button in the toolbar. Notice the number of rows returned, for example 26000.
3. Navigate to Company Workspace (User Mode) > Reports > User-Defined > Select the desired report using this Data View > Run the report. Notice the number of rows returned here is less, for example 24000.
