Cases Promoted Have Null Status ECM8.1.2 (Doc ID 2892530.1)

Goal

Cases promoted has null status since the data loading jobs continue before PMF has finished processing the workflow requests. Further this sets PMF into an inconsistent state where it stops processing requests in the AAI_WF_REQUEST_QUEUE TABLE.

Currently we are putting in a custom fix of a delay in the RUN/BATCH to wait for PMF to complete.
