Under certain circumstances, NMS creates an RO with 0 customers.
The system should not create real-outages that contain no supply nodes
The issue can be reproduced at will with the following steps:
Find a 3-phase switch with a downstream 3-phase transformer.
Open 1 or two phases of the switch. An RDO is created.
Open the transformer. The existing RDO does not change and no new RDO appears
Close the switch. The RDO is restored and a new RDO appears on the transformer.
Close the transformer. The new RDO is restored.
