ACTUAL BEHAVIOR

When run a wildcard "%" parameter search for mother's name query in OHMPI 4.0.2.4, no record is returned.  However the same search in OHMPI 2.x for the mother's name, "01 record is returned". 


EXPECTED BEHAVIOR

Expect PDQ to recognize mother's name query parameter using wildcard % for OHMPI 4.0.2.4.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run a wildcard "%" parameter search for mother's name query
2. PDQ does not recognize mother's name query parameter using wildcard %
