ECE Is Sending SNR Notification to Wrong Kafka Consumer Destination in a Multi-Site Active-Active Setup

Goal
Scenario:
- A subscriber is located in Elastic Charging Engine (ECE) cache site-2, PGW-1 (Packet Data Network Gateway) has established a session and is peered to Diameter Gateway (DGW)-11 (site-1) and CNCP site-1.
- After some usage (from site-2), a Spending-Status-Notification-Request (SNR) notification is triggered from ECE site-2 into partition-7, this SNR message is having CNCP destination host CNCP-11 (site-1).
- Issue is that only DGW-21 (site-2) is listening to this partition. How DGW-21 can send it to CNCP-11 if not peered?
- It is expected that ECE sends notifications to the correct Kafka partition and same partition is attached with the corresponding DGW.
